The underlying ICE 0-3 Month US Treasury Securities Index (USD) targets the USD Treasury market segment with remaining maturities ≤3 months. Eligible bonds are nominal US Treasury bills and fixed-rate notes; TIPS, STRIPS and FRNs are excluded. Securities must have at least USD 300 million outstanding after deducting Federal Reserve SOMA holdings, ensuring investability at each reconstitution. Constituents are weighted by outstanding market value without issuer caps; maturities, buybacks and add-ons flow through via a month-end rebalance. A three-business-day month-end “lockout” controls changes; new issuance and amount increases effective before the lockout are reflected at the month-end rebalancing, while maturing issues are removed at rebalance (cash is held in the index until then). Pricing and returns follow standard ICE bond index conventions; there are no sector or duration caps beyond the ≤3-month maturity constraint.

Investment Proposition

iShares 0-3 Month Treasury Bond ETF (SGOV) targets ultra-short U.S. Treasury bills with remaining maturities of three months or less, seeking to preserve capital and provide a highly liquid, government-only cash proxy with minimal interest-rate sensitivity. By focusing exclusively on T-bills, the fund avoids credit risk and significantly limits duration, making returns primarily a function of prevailing short-term policy rates and reinvestment across frequent auctions. This positioning tends to hold value through risk-off episodes and rate volatility, while swift policy easing can reduce income as holdings roll into lower yields; conversely, elevated front-end rates can support attractive carry for cash management. Role: cash management/sweep vehicle; dry-powder reserve for tactical redeployment; transition exposure when reallocating across asset classes. Suitable investors: institutions and advisors requiring daily-liquidity cash alternatives within investment policy constraints; multi-asset managers segmenting time-horizon buckets who need a near-zero-duration anchor. Key risk to monitor: reinvestment and policy-rate path risk—shifts in the rate environment flow through quickly, so return expectations should reflect the potential for declining front-end yields.
