The underlying ICE US Municipal AMT-Free VRDO Constrained Index offers exposure to U.S. dollar-denominated, tax-exempt variable rate demand obligations issued in the U.S. municipal market, with a focus on very short reset periods. The universe includes VRDOs that are publicly issued by U.S. states, territories, and their political subdivisions, whose interest rates reset on daily, weekly, or monthly schedules and that are exempt from U.S. federal income tax. Securities are limited to the U.S. domestic market and must meet ICE Data Indices’ investability and data-availability standards. The index construction reflects the performance of the eligible VRDO universe while applying concentration constraints that limit exposure to any single issuer, obligor, or liquidity provider so that the portfolio is not dominated by a small number of programs. The index is refreshed and rebalanced monthly, with constituent and weight updates implemented on the last calendar day of each month.

Investment Proposition

Invesco Floating Rate Municipal Income ETF (PVI) presents a tax-exempt, short-duration profile by concentrating on variable-rate demand obligations (VRDOs) issued by U.S. municipalities, where coupon resets help align income with prevailing short-term rates. The approach aims to provide federally tax-exempt income with low interest-rate sensitivity relative to fixed-coupon munis, while maintaining high credit quality standards typical of this market segment. Return characteristics are driven by tax-equivalent yield, reset rates, and municipal credit conditions, with reinvestment dynamics that can keep duration muted across cycles. The strategy tends to fare well when rates are rising or volatile at the front end, and can lag longer-duration munis during pronounced rate declines. Portfolio roles include cash management/sweep for taxable investors seeking tax-exempt alternatives, a dry-powder sleeve that preserves flexibility, and an income stabilizer within municipal ladders. Suitable profiles include high-tax-bracket investors and conservative multi-asset allocations emphasizing liquidity and capital stability. A fund-specific risk to monitor is structural reliance on remarketing and bank liquidity facilities in the VRDO market, where episodic liquidity frictions could widen spreads or constrain exits.
