The underlying S&P SmallCap 600 Capped Utilities & Communication Services Index targets US small-cap exposure to Utilities and Communication Services companies drawn from the S&P SmallCap 600. The parent index selects US-listed operating companies from the S&P Total Market Index at the discretion of the S&P Index Committee, subject to size, liquidity and financial-viability screens; eligible small caps generally have float-adjusted market caps in a band that has historically run from roughly USD 400 million to about USD 2 billion at reconstitution, with ranges reviewed periodically as the US market evolves. Constituents must satisfy minimum trading liquidity and public float thresholds and, for the S&P Composite 1500 family, maintain positive aggregate GAAP earnings over the most recent four quarters and in the latest quarter. The sector index then includes all S&P SmallCap 600 members classified in the GICS Utilities or Communication Services sectors. Constituents are weighted by float-adjusted market cap, with S&P’s capped market-cap framework applied to limit single-stock and group concentration in line with US regulated-fund diversification standards. The index is rebalanced and caps are reapplied quarterly, in March, June, September and December, using S&P’s standard quarter-end review schedule.

Investment Proposition

Invesco S&P SmallCap Utilities & Communication Services ETF (PSCU) offers combined exposure to U.S. small-cap utilities and communication-services companies, pairing regulated infrastructure businesses with providers of connectivity, media, and related services. The rules-based process confines selection to the small-cap tier, creating a defensive-plus-growth mix where rate-base economics, capital-expenditure cycles, and subscriber or advertising trends coexist. Income characteristics can be more pronounced on the utilities side, while communications holdings add cyclicality tied to data usage, content, and marketing budgets. Use cases include a defensive sector sleeve within small caps, diversification away from economically sensitive industries, and a ballast allocation that still retains selective growth optionality. Suitable investors include liability-aware allocators seeking steadier cash-flow profiles in small caps and multi-asset managers aiming to temper portfolio volatility without fully exiting equities. The fund may benefit during falling-rate or risk-averse periods and can lag when rates rise quickly or advertising and media spending contract. A key risk to monitor is regulatory and policy exposure that can alter allowed returns, pricing, or spectrum-related economics.
