The underlying STOXX International Small-Cap Equity Factor Index targets developed-market small caps ex-U.S. using an optimizer that maximizes a composite multi-factor signal (value, quality, momentum, low volatility, and low size) while controlling diversification and capacity. The starting universe is the STOXX International Developed Markets Small Cap Index, which imposes country-specific free-float market-cap and liquidity requirements and excludes the U.S. Optimization produces free-float-scaled weights subject to constraints that limit single-name, sector, and country concentrations, bound active exposures (including beta and size) relative to the parent, and curb turnover via buffer and turnover controls. No thematic or ESG overlays are applied. The index is reviewed and rebalanced quarterly on the regular STOXX schedule (March, June, September, December), with changes reflecting updated factor characteristics, liquidity eligibility within the parent, and the embedded risk and concentration limits. Corporate actions are handled per STOXX portfolio-based methodology.

Investment Proposition

iShares International Small-Cap Equity Factor ETF (ISCF) delivers systematic access to non-U.S. developed small-cap equities with multifactor tilts, seeking to harness compensated exposures such as value, quality, size, and momentum within a diversified, rules-based portfolio. The approach emphasizes balanced factor representation while maintaining broad small-cap coverage, aiming to mitigate single-factor cyclicality and reduce unintended bets from pure size or style concentrations. Expected outcomes are tied to factor premia realization, corporate fundamentals in smaller companies, and liquidity dynamics in international markets; return dispersion can widen in stress as trading costs rise and factor spreads shift. ISCF can function as a satellite for factor completion alongside core international equity, a small-cap sleeve to broaden market breadth, or a tactical tilt when investors anticipate a recovery in smaller, more economically sensitive businesses. Suitable users include quantitative allocators pursuing diversified factor exposure and multi-asset managers seeking to complement large-cap-heavy global cores. The fund may benefit in periods of improving global growth, falling risk aversion, and balanced factor leadership, and face headwinds when large-cap growth dominates or liquidity premia expand. A key risk to monitor is implementation frictions in smaller foreign names, including turnover and trading costs.
