The underlying S&P SmallCap 600 Index targets U.S.-domiciled common stocks that meet size, liquidity, float and financial-viability screens, supplying a representative slice of the S&P Total Market Index’s small-cap segment. Additions are chosen by the Index Committee from companies falling in the TMI’s ~93rd–99th cumulative market-cap percentiles; each candidate must also have float-adjusted market cap at least 50% of the index’s minimum company-level threshold, public float ≥10%, and positive as-reported GAAP earnings in the most recent quarter and over the trailing four quarters. Liquidity is enforced via a float-adjusted liquidity ratio (annual dollar value traded ÷ float-adjusted market cap) ≥0.75 at addition; current members have no minimum. Constituents are weighted by float-adjusted market cap. The index rebalances quarterly, effective after the close on the third Friday of March, June, September and December, with ongoing committee changes as needed.

Investment Proposition

iShares Core S&P Small-Cap ETF (IJR) offers broad, market-cap-weighted exposure to U.S. small-cap equities, emphasizing domestically oriented businesses with higher operating leverage to the U.S. economic cycle. The strategy pursues long-term capital appreciation through a diversified basket of smaller companies using a systematic, passive approach that seeks to reflect the investable small-cap universe with generally modest turnover over time. Small-caps typically carry greater earnings and balance-sheet sensitivity, creating higher volatility but also meaningful upside participation during early-to-mid expansions, improving credit conditions, and periods of rising risk appetite. Conversely, they can face headwinds when financing costs rise or growth expectations fade. In portfolios, IJR works well as a satellite tilt to complement large-cap cores, a cyclical-recovery expression when domestic demand is firming, or a factor-completion sleeve to access size and related risk premia. Investors most likely to use it include tactical allocators rotating across the cycle and diversified builders seeking fuller market-cap representation. A fund-specific risk to monitor is the segment’s liquidity and potential for elevated turnover around rebalances, which can influence trading costs and near-term performance dispersion.
