Eligible issues are fixed-rate, U.S. tax-exempt municipals meeting investability screens that include a minimum current outstanding par of USD 5 million and inclusion in transactions of at least USD 25 million; bonds may be rated Ba1/BB or lower, BBB, A, or unrated. The index allocates by credit bucket—70% high yield, 25% BBB, 5% A—while capping the aggregate weight of non-rated bonds at 30%; within buckets, constituents are market-value weighted. Standard municipal sectors and revenue/GO structures are eligible; tobacco and Puerto Rico paper may be included if they meet rules. The index reconstitutes and rebalances monthly to maintain bucket targets and investability.

Investment Proposition

VanEck High Yield Muni ETF (HYD) offers broad exposure to lower-rated and non-rated municipal bonds, focusing on sectors such as healthcare, transportation, and project finance to seek higher income within the U.S. tax-exempt market. The rules-based methodology emphasizes diversification across issuers and states while maintaining a high-yield profile, resulting in returns driven by credit spreads, sector fundamentals, call features, and interest-rate trends. Compared with investment-grade munis, risk is elevated due to weaker covenants and idiosyncratic issuer exposure, and liquidity can be more variable during stressed markets; by contrast, the asset class has historically exhibited distinct default dynamics versus corporates. HYD can serve as an income-oriented satellite for tax-aware investors, a yield enhancement sleeve within muni ladders or barbell structures, or a tactical allocation when credit cycles are supportive and state/local revenue trends are stable. Suitable users include advisors managing taxable investors’ municipal portfolios and multi-asset income strategies balancing rate and credit risk. A key fund-specific risk is liquidity and pricing dispersion in high-yield munis, which can widen transaction costs and tracking variability during market dislocations.
