The underlying Goldman Sachs ActiveBeta U.S. Small Cap Equity Index targets Russell 2000 constituents and combines four equal-weight subindexes—Value (book-to-price, sales-to-price, and free-cash-flow-to-price; earnings-to-price for financials), Momentum (beta- and volatility-adjusted 11-month return, skip-month), Quality (gross profit/total assets; ROE for financials or when unavailable), and Low Volatility (inverse 12-month return volatility and inverse market cap). Stocks receive factor scores, which determine over-/underweights versus universe weights under a long-only constraint, subject to factor-specific underweight limits and, for this small-cap index, caps/floors linked to universe weight and 61-day median daily trading volume. Portfolio-level constraints limit the aggregate weight of positions >5% to ≤25% and industry-group weights to <25%; minimum inclusion weight for new names is 2 bps. Goldman Sachs stock is excluded. The index rebalances quarterly to the Russell 2000 schedule (Mar/Jun/Sep/Dec).

Investment Proposition

Goldman Sachs ActiveBeta U.S. Small Cap Equity ETF (GSSC) targets U.S. small-cap equities using a systematic framework that emphasizes value, momentum, quality, and lower-volatility characteristics to balance return opportunity with implementation risk in a less liquid market segment. The approach aims to harvest multiple style premia while diversifying across sectors and issuers, using rules-based constraints and periodic rebalancing to limit concentration and manage turnover. Small-cap dynamics introduce higher idiosyncratic risk and wider return dispersion; quality and defensiveness can soften drawdowns, while momentum and value tilts provide cyclical upside participation. The fund may excel when domestic activity broadens and capital rotates toward smaller companies with improving fundamentals, and may lag during narrow mega-cap leadership or risk-off episodes that penalize lower-liquidity names. Portfolio roles include a satellite small-cap tilt to complement large-cap cores, a factor-completion sleeve to round out style balance, and a tactical allocation for investors seeking exposure to early-cycle beta. Suitable users include allocators pursuing diversified small-cap factor exposure and advisors building multi-sleeve U.S. equity models. Key risk: execution and liquidity costs in smaller names can raise turnover and tracking variability; monitor trading frictions and concentration.
