The underlying RAFI Fundamental High Liquidity Developed ex US Small Index delivers small-cap exposure to developed ex-US equities using fundamental size in place of price. From a developed ex-US large/mid/small parent universe, eligible ordinary shares and ADRs/GDRs must satisfy free-float and high-liquidity tests (e.g., minimum ADTV and tradable free float) to ensure capacity. Each company’s fundamental size is the equally weighted average of adjusted 5-year Sales, Retained Operating Cash Flow, and Dividends plus net Buybacks; companies are then assigned to the small-cap segment using fundamental size, with buffer rules to limit migration. Within the small segment, constituents are weighted in proportion to their fundamental size, with liquidity and diversification constraints that limit single-name and extreme sector/country concentration. The index reconstitutes and rebalances quarterly, typically in March, June, September, and December, using staggered changes to moderate turnover.

Investment Proposition

Schwab Fundamental International Small Company Index ETF (FNDC) presents developed ex-U.S. small-cap exposure through a fundamentals-weighted lens that anchors weights to measures of economic scale rather than market capitalization. The methodology emphasizes smaller firms with tangible business activity, introducing persistent value and quality tilts that can counterbalance momentum-led swings common in smaller equities. Compared with broad small-cap universes, exposures may differ across countries and industries, and results can reflect currency moves, local policy, and the higher idiosyncratic risk typical of smaller companies. In portfolios, FNDC can serve as a small-cap international core with a valuation discipline, a factor-completion sleeve to broaden style balance alongside large-cap holdings, or a satellite diversifier for investors seeking greater dispersion and potential alpha sources outside the U.S. The fund often benefits when global growth broadens down the market-cap spectrum and when value factors regain leadership, and may be challenged during liquidity squeezes or narrow, mega-cap-led rallies. Suitable users include strategic allocators building size and style balance and factor-aware managers pursuing diversified return drivers. A key risk to monitor is smaller-company liquidity, which can heighten trading costs and performance variability during stressed markets.
