The underlying RAFI Fundamental High Liquidity US Small Index provides exposure to U.S. small companies selected and weighted by economic scale rather than market value. The universe includes U.S. common equities and economically equivalent preferred shares passing investability and liquidity screens. Each company receives a score averaging normalized five-year adjusted sales, retained operating cash flow, and dividends plus net buybacks, adjusted for publicly tradable shares. Companies are ranked by this score: small companies occupy the 86%–98% cumulative band; incumbents remain until moving above 85% or below 98.5%. Capacity controls reduce a score when its weight exceeds four times its share of aggregate trading liquidity, measured using the greater of 30- and 90-day median daily traded value, and limit required ownership to 5% of shares outstanding. Membership is reconstituted annually in March; four equal tranches are rebalanced quarterly after the third Friday of March, June, September, and December.

Investment Proposition

Schwab Fundamental U.S. Small Company Index ETF (FNDA) targets U.S. small-cap equities using a fundamentals-weighted process that sizes positions by measures such as sales, cash flow, and dividends plus buybacks rather than market value. The rules systematically tilt toward companies with stronger underlying business metrics and rebalance away from names whose prices have outrun fundamentals, creating a contrarian bias with value and quality tendencies across the small-cap spectrum. This orientation can heighten sensitivity to the domestic growth and credit cycle, with potential benefits when economic breadth improves, financing conditions stabilize, or valuation gaps close; it can be challenged during episodes of risk aversion or narrow, large-cap-led markets. In practice, FNDA works as a dedicated small-cap core holding with a valuation-aware overlay, a factor-completion sleeve to complement growth-oriented small-cap exposure, or a satellite for investors seeking broader small-cap diversification beyond momentum leaders. Suitable users include multi-asset allocators building balanced style exposure and equity managers layering diversified small-cap factors. A key risk to monitor is liquidity and trading cost in smaller names during rebalances, which can impact implementation if not managed thoughtfully.
