The underlying Fidelity Systematic U.S. Municipal Bond Index targets broad, investment-grade, tax-exempt municipal bonds while systematically tilting toward higher-yielding yet liquid issues. The universe begins with USD-denominated, fixed-rate municipal bonds that are exempt from U.S. federal income tax, investment grade, and issued in deals of at least USD 75 million (USD 100 million for issues with initial terms ≥15 years) with minimum individual issue sizes of USD 7 million (USD 10 million for longer issues), an expected maturity of at least one year, and at least 18 months to final legal maturity at issuance. Eligible general obligation, revenue, and pre-refunded bonds are bucketed by credit quality, sector, and duration, then their market values are scaled by bucket-specific multipliers that downweight the most liquid, highest-quality segments and upweight somewhat lower-rated or less liquid segments. The index is then market-value weighted using these adjusted amounts and is rebalanced and reconstituted monthly.

Investment Proposition

Fidelity Systematic Municipal Bond Index ETF (FMUN) offers diversified, tax-efficient access to the U.S. investment-grade municipal bond market through a systematic, rules-based approach designed to balance income, credit quality, and tradability. The strategy seeks to capture the core opportunity set across states, sectors, and maturities while emphasizing liquidity characteristics that can help facilitate implementation for larger allocations. Portfolio construction targets broad beta with disciplined security selection and prudent call-risk management; turnover reflects index maintenance and refinancing dynamics in the muni market. Expected behavior is anchored in high-quality credit with intermediate-rate sensitivity, benefiting when Treasury yields stabilize or decline and municipal/Treasury ratios normalize, while lagging in sharp risk-on credit rallies. Use cases include a core tax-exempt income sleeve, a satellite for high-bracket investors seeking muni diversification alongside single-state holdings, and a tactical overlay to manage after-tax duration. Suitable investors include wealth managers building tax-aware ladders and multi-asset teams seeking liquid muni exposure inside balanced mandates. Key risk to monitor is methodology-driven concentration or liquidity frictions during market dislocations, which can widen tracking and transaction costs despite investment-grade focus.
