The underlying LibertyQ U.S. Small Cap Equity Index targets a factor-tilted subset of US small-cap equities drawn from the Russell 2000 universe. Stocks inherit Russell investability rules and are scored on four factors: quality, value, momentum and volatility. For small caps, the composite factor z-score gives 50% weight to quality, 30% to value and 10% each to momentum and volatility; value blends dividend yield, EBITDA/EV and 12-month forward earnings yield, with descriptor outliers (top and bottom 1%, or top 1% for dividend yield) reset to universe medians. Securities are ranked by composite score and the top 25% of the parent index are selected, using a 50% selection buffer so existing members can remain while they rank within roughly the top 37.5%. Weights are proportional to parent index market-cap weights multiplied by final factor scores, subject to a 1% issuer cap. The index is reviewed semi-annually in June and December.

Investment Proposition

Franklin U.S. Small Cap Multifactor Index ETF (FLQS) delivers systematic access to U.S. small-cap equities using a composite of quality, value, momentum, and volatility screens designed to emphasize resilient balance sheets and sensible valuations while deemphasizing the lowest-quality tail. The portfolio construction targets diversified small-cap exposure with risk controls and rebalancing that seek to avoid excessive concentration and extreme turnover. Resulting exposures often tilt toward profitable cyclicals and away from unprofitable, concept-driven names, which can aid downside mitigation yet trail during speculative risk-on surges. The fund’s macro sensitivities include potential resilience in recovery phases with broad leadership and more measured participation when liquidity-fueled growth narratives dominate. Use cases include a satellite small-cap sleeve to complement a cap-weighted core, factor completion for investors seeking balanced multi-factor small-cap exposure, and a disciplined alpha overlay within model portfolios. Suitable investors include wealth managers building diversified small-cap allocations and institutional allocators pursuing systematic factor tilts. One fund-specific risk to monitor is liquidity and implementation in the smallest names, as trading costs and reconstitution cycles can create slippage relative to intended factor exposures.
