The underlying Fidelity Low Duration Investment Grade Factor Index targets a 0.9-year option-adjusted duration via a monthly blend of two components: U.S. investment-grade corporate floating-rate notes with ≤4.9999 years to maturity and U.S. Treasury notes with 7–9.9999 years remaining. Each month (T-2), component OADs determine blend weights; securities are then taken from month-end universes. Corporate FRNs must be investment grade, have original maturity ≥18 months, remaining maturity ≥1 month, and ≥USD 300m outstanding; Treasuries require ≥USD 300m outstanding and fixed-rate coupons (zeros allowed). Within the FRN sleeve, issues are market-value weighted subject to an iterative 3.5% issuer cap applied to the final blended index; Treasuries are market-value weighted. The index rebalances and resets blend weights monthly; eligible new issues enter the following month.

Investment Proposition

Fidelity Low Duration Bond Factor ETF (FLDR) offers short-maturity U.S. investment-grade bond exposure that emphasizes prudent rate risk while seeking incremental total return from systematic security selection. The strategy applies a factor-driven, rules-based process across corporates, securitized debt, and government-related issuers to balance income, quality, and liquidity under a consistently low duration profile. Portfolio construction aims to diversify across sectors and issuers, using modest active tilts that are intended to add value without materially extending interest-rate or credit risk. Returns will generally be anchored by coupon income and spread dynamics; rising-rate periods tend to be less disruptive than for longer-duration cohorts, while sharp credit spread widening can pressure results. Use cases include a cash-plus sleeve for short-to-intermediate ladders, a defensive core for rate-sensitive allocations, or a liquidity-aware transition vehicle. Suitable investors include outcome-oriented allocators pursuing capital preservation with some income and liability-aware managers seeking duration control within fixed income buckets. The fund can be timely when curve volatility is elevated or policy paths are uncertain. A key item to monitor is capacity-driven turnover, which could affect trading costs in less liquid bond cohorts.
