The underlying FTSE China Capped Index delivers free-float-adjusted, market-cap-weighted exposure to large- and mid-cap Chinese equities drawn from FTSE GEIS, spanning A, B, H, Red chip, P chip, S chip, and N share classes that meet FTSE’s size and liquidity screens. To reduce issuer concentration in line with U.S. RIC standards, quarterly capping sets a 20% maximum for any single constituent and limits the aggregate weight of all names individually above 4.5% to 48%; the capping is applied using the standard FTSE sequence (cap >20%, then constrain the >4.5% cohort) with reviews on the second Friday and implementation after the third Friday of March, June, September, and December. The index also participates in FTSE GEIS semiannual reviews that refresh size and liquidity eligibility in March and September.

Investment Proposition

Franklin FTSE China ETF (FLCH) targets broad exposure to China’s large- and mid-cap equity universe, spanning platform technology, consumer franchises, financials, industrials, healthcare, and strategically important, policy-influenced enterprises. The fund’s rules-based construction seeks to reflect the investable market, allowing leadership to rotate across growth, value, and quality cohorts as regulation, credit conditions, and domestic demand evolve. Performance drivers typically include policy calibration, currency moves, export competitiveness, property cycle transitions, and innovation spending, which can shift factor balance between cyclicals and secular growth. In portfolios, FLCH can serve as an EM core anchored in Asia, a contrarian satellite when valuations and sentiment dislocate, or a growth-tilt sleeve for investors seeking exposure to scale economies and rising domestic consumption. Supportive regimes often feature targeted stimulus, stable liquidity, and improving private-sector confidence; headwinds can arise from regulatory resets, global risk aversion, or weaker trade momentum. Suitable users include long-horizon allocators pursuing structural EM growth and tactical managers timing policy inflections. A fund-specific risk to monitor is policy and governance uncertainty—including shifts affecting state-influenced issuers or internet platforms—which can introduce abrupt repricing and tracking variances versus investor expectations.
