The underlying BlackRock Universal Systematic Bond Index targets a dynamic multi-sector USD bond allocation built from U.S. Treasuries, agency mortgage-backed securities and U.S. dollar-denominated investment-grade and high-yield corporate bonds. The starting universe also includes U.S. agencies, foreign government-related bonds, Eurodollar issues and 144A securities that meet standard investability thresholds. At each monthly rebalance the index begins with a 12.5% overweight to high-yield corporates versus this universe, then adjusts that overweight up or down by approximately 2–4 percentage points using an economic-regime signal that distinguishes risk-on and risk-off periods. Corporate bonds are screened on default probability and optimized toward higher default-adjusted spread while controlling turnover, liquidity and issuer concentration. A rates-momentum signal classifies the interest-rate environment as rising or falling and shifts target duration by ±10% relative to the starting universe, implemented mainly through optimized Treasury positioning. Cash flows are reinvested pro rata across index constituents.

Investment Proposition

iShares Systematic Bond ETF (FIBR) presents an actively managed, multi-sector bond strategy that aims to balance risk contributions across duration, credit, and securitized exposures within U.S. fixed income. The portfolio construction seeks diversified sources of carry and term premia while managing drawdown potential via risk budgeting and dynamic sector allocation; turnover reflects ongoing risk calibration rather than static benchmarks. Expected characteristics include moderate interest-rate sensitivity, measured credit exposure, and a focus on total return with income as a meaningful component. In practice, FIBR can function as a core bond sleeve for diversified multi-asset portfolios, a risk-parity-adjacent building block to smooth fixed-income volatility, or a transition vehicle when reallocating among bond sectors. The fund tends to be supported by stable-to-declining rate environments and orderly credit conditions, and can be challenged by simultaneous rate sell-offs and spread widening. Suitable users include allocators seeking a single-ticket, risk-balanced fixed-income exposure and advisors implementing outcome-oriented bond ladders. A fund-specific risk to monitor is model and process dependency in active risk budgeting, which can lead to performance dispersion if regime shifts outpace recalibration.
