The rules remove issuers with direct involvement (0% tolerance) in controversial weapons, civilian firearms and tobacco production, and exclude companies breaching UN Global Compact standards or with severe ESG controversies; additional product screens apply revenue or involvement thresholds to alcohol, gambling, adult entertainment, conventional weapons, fossil fuels (extraction, reserves, and power) and nuclear power. Standard FTSE investability screens on free float and liquidity apply. Constituents are weighted by free-float market cap without issuer or sector caps, and the index rebalances quarterly (March, June, September, December) to refresh screens and weights while applying buffers to control turnover.

Investment Proposition

Vanguard ESG U.S. Stock ETF (ESGV) delivers broad U.S. equity exposure while applying systematic environmental, social, and governance exclusions to avoid certain business activities and sustained controversies. The portfolio maintains a capitalization-weighted structure across diversified sectors, aiming to capture the market’s growth engine while aligning with widely used values-based guidelines. The strategy’s philosophy emphasizes market-like beta with disciplined screening; turnover is primarily shaped by rebalances, corporate actions, and eligibility updates. Characteristics typically resemble the wider U.S. market, though exclusions can tilt sector composition and factor mix, occasionally accentuating quality-oriented attributes while reducing exposure to more cyclical or controversy-prone segments. The fund is generally favored by steady expansions and earnings-led advances, and can lag during narrow rallies concentrated in excluded industries or in commodity-led upswings. Portfolio roles include a core equity anchor, values alignment within policy-constrained mandates, and a satellite tool for factor completion when paired with other sleeves. Suitable profiles include institutions integrating ESG across a strategic equity allocation and investors seeking broad market participation with defined guardrails. A fund-specific risk to monitor is structural divergence from the unscreened market that may widen in regimes when excluded industries outperform.
