The underlying Bloomberg U.S. 5–10 Year Government/Credit Float Adjusted Index provides intermediate-maturity exposure to U.S. dollar-denominated, investment-grade Treasuries, government-related and corporate bonds with remaining maturities of 5–10 years. Eligibility requires fixed-rate coupons (step-ups allowed; fixed-to-float only during the fixed period), issue size ≥USD300mn, and investment-grade classification using the middle of Moody’s/S&P/Fitch. SEC-registered, exempt, and Rule 144A with registration rights issues qualify; global bonds are eligible. U.S. Treasury amounts are float-adjusted by deducting Federal Reserve SOMA holdings; new Fed auction purchases do not enter. Weighting is by market value of float-adjusted amounts outstanding; no issuer caps. The index excludes securitized assets, TIPS, floaters and DRD/QDI-eligible preferreds. Constituent changes are effected at month-end; the Returns Universe is rebalanced monthly after a daily-maintained Projected Universe becomes effective.

Investment Proposition

Vanguard Intermediate-Term Bond ETF (BIV) delivers diversified, investment-grade exposure to the intermediate segment of the U.S. fixed income market across government, corporate, and securitized bonds, seeking to balance income with interest-rate risk. A broad, market-value approach and low turnover aim to reflect the investable universe while maintaining intermediate duration as a middle ground between short-term stability and long-term yield potential. The fund’s characteristics generally provide ballast during equity stress, with return drivers tied to rate moves and credit spreads rather than idiosyncratic issuer bets. It can function as a core bond anchor, a volatility dampener within multi-asset portfolios, or a duration sleeve in risk-parity and liability-aware frameworks. Total-return allocators may pair it with Treasuries or cash for rate management, while outcome-oriented investors can use it to enhance diversification without committing to long duration or concentrated credit. The strategy tends to fare better in slowing-growth or disinflationary backdrops and may lag in abrupt rate sell-offs or periods of steepening curves. Key risk to monitor: sensitivity to yield-curve shifts and rate volatility that can drive performance dispersion versus investor expectations.
